In short

Estrada Fernández refereed 24 Liga matches in which Markel Susaeta took part, from 2009-10 to 2018-19: 1,601 minutes played, 2 yellow cards and 1 red cards. With the other referees, over the same seasons (285 matches, 19,147 minutes), Markel Susaeta receives 0.17 yellow cards per 90 minutes, against 0.11 with Estrada Fernández.

Verdict: no clear difference with the other referees.

Cards are rare (less than one per player per match): over a few dozen matches, only a very large deviation can be told apart from chance. "No clear difference" does not mean "no effect".
